By the start of the century, Colombia had the highest murder rate of any country in the world. Far surpassing other nations, Colombia's homicide rate in 2000 was more than double that of the next most dangerous country. Medellin, which held within its limits the repudiated Comuna 13 sector, was the most dangerous city in Colombia. Known to its inhabitants as "La 13", Comuna 13 was known for crime and poverty and was internationally regarded as one of the most dangerous neighborhoods in the world. Today, Comuna 13 is one of Medellin's prized sectors and one of Colombia's most visited tourist destinations. This film tells the story of La 13's transformation from violence and political abandonment into an empowered force for social change.
